In-cabin cameras in HVCBA

Major policy change has been announced that will strengthen the integrity of the Heavy Vehicle licensing system in NSW.

From 1 December 2014, Heavy Vehicle Competency Based Assessment (HVCBA) scheme providers will be required to install in-cabin cameras to monitor the Final Competency Assessment (FCA) element of the heavy vehicle licensing program.

Duel cameras will capture the candidate and assessor and outside the vehicle, with rolling GPS coordinates and time/date stamp, and a microphone to record in-cabin conversations.

Assessors will have a pre and post assessment script to read, which provides the candidate an opportunity to provide consent to being filmed.

RMS approved Registered Training Organisations involved in the HVCBA scheme will have strict regulation surrounding evidence retention, privacy, and a range of other issues concerning the initiative.
